The meeting took place at the <strong>\u201cPresident Olusegun Obasanjo, IITA Research campus<\/strong>\u201d in South Kivu from 23 to 25 February.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><figure id=\"attachment_24354\" aria-describedby=\"caption-attachment-24354\" style=\"width: 820px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-24354 size-full\" src=\"https:\/\/iita.org\/wp-content\/uploads\/2026\/06\/DRC-President-seeks-IITAs-support-to-transform-countrys-agriculture-sector-p1.png\" alt=\"\" width=\"820\" height=\"411\" \/><figcaption id=\"caption-attachment-24354\" class=\"wp-caption-text\">IITA Country Rep in DRC, Zoumana Bamba (left), and National Minister of Agriculture, D\u00e9sir\u00e9 M\u2019zinga Birihanze, exchanging the signed MoU on PDL-145T technical assistance.<\/figcaption><\/figure><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A plan was developed for the short, medium, and long term to implement the Local Development Program of the 145 territories (PDL-145T) through the agricultural sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting identified quick-win activities to deliver by July 2022, including restructuring the Congolese government\u2019s ongoing program (Programme Volontariste Agricole managed by Bio Agribusiness &#8211; BAB). This activity considers rice and maize production in Kongo-central, the cassava value chain in the Kinshasa and South Kivu provinces, and the maize value chain in Kasai province.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan also outlined supporting the private sector to deliver high-quality seed in collaboration with INERA as another \u201cquick win\u201d. This will cover the maize value chain and Aflasafe activities in Katanga province, the production of seeds for cassava and rice crops in the Equator province with \u201cPlantations et Huileries du Congo\u201d ( PHC), and banana production in the Tshopo province. This activity will extend to the fishery sector across the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><figure id=\"attachment_24355\" aria-describedby=\"caption-attachment-24355\" style=\"width: 820px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-24355 size-full\" src=\"https:\/\/iita.org\/wp-content\/uploads\/2026\/06\/DRC-President-seeks-IITAs-support-to-transform-countrys-agriculture-sector-p2.png\" alt=\"\" width=\"820\" height=\"411\" \/><figcaption id=\"caption-attachment-24355\" class=\"wp-caption-text\">Meeting participants, including government officials, IITA staff, national and local partners, and private sector stakeholders.<\/figcaption><\/figure><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IITA Director General <a href=\"https:\/\/iita.org\/fr\/iita-staff\/sanginga-nteranya\/\">Nteranya Sanginga<\/a> and President Tshisekedi\u2019s Head of Mission, Pacifique Kahasha, chaired the meeting. Other participants included the chief of staff of the Minister of Agriculture, Professor Apollinaire BILOSO, experts from IITA, INERA, and the agriculture ministers\u2019 representatives of South Kivu, Haut-U\u00e9l\u00e9, and Ituri provinces, as well as private sector stakeholders. They all collaborated to develop a consensual and participatory activity plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><figure id=\"attachment_24357\" aria-describedby=\"caption-attachment-24357\" style=\"width: 300px\" class=\"wp-caption alignleft\"><img decoding=\"async\" class=\"size-medium wp-image-24357\" src=\"https:\/\/iita.org\/wp-content\/uploads\/2026\/06\/DRC-President-seeks-IITAs-support-to-transform-countrys-agriculture-sector-p3-300x150.png\" alt=\"\" width=\"300\" height=\"150\" Institute.<\/figcaption><\/figure><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This conference evolved from several stages, including the signing of the MoU relating to (1) the pragmatic Strategy of the Program for the Transformation of Agriculture in the 145 territories of DRC developed in collaboration with the IITA, (2) the implementation agreement of the quick-win activities for the incubation period of the ATA-DRC by IITA, and (3) the field missions carried by\u00a0 IITA along with the experts from the \u00a0Agriculture Ministry to assess the activities already been carried out
