All ECOWAS member countries, including Chad and Mauritania, have adopted the law.\n\nThe meeting was organized jointly by the Policy Enabler Compact of the\u00a0<a href=\"https:\/\/taat-africa.org\/\">Technologies pour la transformation de l'agriculture en Afrique<\/a>\u00a0(TAAT) and the\u00a0<a href=\"http:\/\/www.coraf.org\/2019\/05\/23\/harmonization-of-seed-rules-in-west-africa-early-signs-of-boon-for-businesses\/\">West and Central African Council for Agricultural Research and Development<\/a>\u00a0(CORAF).\n\nSponsored by the\u00a0<a href=\"http:\/\/www.afdb.org\/\">Banque africaine de d\u00e9veloppement<\/a>\u00a0(AfDB) as part of its Feed Africa initiative, TAAT\u2019s main objective is to improve the business of agriculture across Africa by raising agricultural productivity, mitigating risks, and promoting diversification and processing in 18 agricultural value chains within eight Priority Intervention Areas.\n\nThe TAAT Policy Enabler Compact is led by the\u00a0<a href=\"https:\/\/www.aatf-africa.org\/\">African Agricultural Technology Foundation<\/a>\u00a0(AATF). The compact operates to strengthen economic, trade, and institutional policies that contribute to higher productivity, competitiveness, and processing intensity across value chains and agroecological zones by working closely with national and regional partners.\n\nThe Dakar meeting assessed the state of implementation, iden\u00adti\u00adfying bottlenecks as well as developing a road map to speed up implementation.\n\nSpecifically, the discussions addressed five broad areas namely certification for variety dissemination, quality control and certification of seeds, phytosanitary certification of seeds, institutional arrangements for the implementation of the seed policy, and private sector participation in the implementation of seed policy.\n\nThe close to 50 participants at the workshop were drawn from the national seed systems of the 17 participating countries, the regional economic communities, smallholder farmer organizations, research institutions, and funding partners.\n\nRepresentatives from the\u00a0<a href=\"https:\/\/www.comesa.int\/\">Common Market for Eastern and Southern Africa<\/a>\u00a0(COMESA), the\u00a0<a href=\"https:\/\/www.sadc.int\/\">Southern African Development Community<\/a>\u00a0(SADC), and the\u00a0<a href=\"https:\/\/www.eac.int\/\">East African Community<\/a>\u00a0(EAC) were also invited to share their experiences.\n\nAs a key technical partner of ECOWAS and other regional economic commissions, ECOWAS designated CORAF in 2013 to facilitate and coordinate the implementation of the harmonized regional regulation for seeds and seedlings in the Member States.\n\nAATF, on the other hand, was founded in 2003 to address Africa\u2019s food security outlook through agricultural technology.
