She said this ensures that climate change issues, especially in relation to food security, are adequately addressed.\n\nAmpaire said future scenarios were used to address constraints identified in agriculture and environmental policy formulation and implementation at both national and local levels. These included insufficient integration of climate change issues in the policies, poor harmonization and coordination, lack of evidence to inform policies, limited capacity and capacity building, and focusing only on short-term impacts of climate change, among others.\n\nThe policies reviewed included the Tanzania National Environment Policy 1994, Ugandan Agriculture Sector Strategic Plan 2015\/16-2020 \/21, and climate change mainstreaming guidelines for the agricultural sector, Uganda.\n<div id=\"attachment_2414\" class=\"wp-caption alignright\">\n\n<a href=\"http:\/\/bulletin.iita.org\/wp-content\/uploads\/2017\/05\/1024_DSC0161.jpg\"><img decoding=\"async\" class=\"size-medium wp-image-2414\" src=\"https:\/\/iita.org\/wp-content\/uploads\/2026\/06\/1024_DSC0161-300x199.jpg\" alt=\"Picture of Laurence Jassogne\" width=\"300\" height=\"199\" aria-describedby=\"caption-attachment-2414\" \/><\/a>\n<p id=\"caption-attachment-2414\" class=\"wp-caption-text\">Laurence Jassogne<\/p>\n\n<\/div>\n<a title=\"View Laurence Jassogne&apos;s profile page on the IITA website\" href=\"https:\/\/iita.org\/fr\/iita-staff\/jassogne-laurence\/\" target=\"_blank\" rel=\"noopener noreferrer\">Laurence Jassogne<\/a>, Systems Agronomist and Country Representative for IITA-Uganda, was also at the conference and was interviewed in a Hardtalk by CCAFS Flagship Leader on emissions, Lini Willenberg.\n\nThe interview focused on the feasibility of mitigating climate change through sequestering more carbon in soils. This is based on the French-led initiative (4p1000) that was launched at\u00a0<a title=\"Visit the COP 22 website\" href=\"http:\/\/www.cop22-morocco.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">COP 22<\/a>\u00a0in Morocco, with the goal of engaging stakeholders in a transition towards a productive resilient agriculture based on sustainable soil management and generating jobs and incomes, hence ensuring sustainable development.\n\nThese scientists have also recently published findings of a new study on the gender gap in Tanzania and Uganda climate policies.
