He is based in Cotonou, Republic of Benin. He has over twenty-eight years of work experience in agricultural development. He holds a B.Sc. in Agriculture and an M.Sc. in Soil Science from Makerere University and a PhD in Agriculture from the University of Reading in the United Kingdom.\n\n<p>Prior to his current appointment, Charles served as a Technology Transfer and Outreach Expert with the TAAT Clearinghouse. From 2015 to 2021, he worked as Director General of Agriculture Development with the Ministry of Agriculture and Animal Resources of Rwanda (MINAGRI). In 2012, he was appointed Coordinator for the Fertilizer Subsidy Program with MINAGRI-Rwanda for three years. He coordinated the Banana Development in the Rwanda Agricultural Development Authority (RADA) and the Rwanda Agricultural Board. From 2006 to 2008, he worked in IITA with the Consortium for Improved Agricultural-Based Livelihoods in Central Africa Project. Prior to this, he worked with the National Agriculture Resource Organization of Uganda (NARO) as a researcher.
