Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL): Technical Assistance for Climate-Smart Agriculture and Farmer-Led Irrigation Development in 19 Northern States and the Federal Capital Territory of Nigeria
Project Goals
This Technical Assistance, delivered by IITA under the World Bank financed ACReSAL project (Federal Government of Nigeria, Federal Ministry of Environment), aims to strengthen agro-climatic resilience across semi-arid landscapes of northern Nigeria. The assignment supports communities, government partners and the private sector to combat land degradation, restore landscapes, adopt climate-smart agriculture (CSA) and accelerate Farmer-Led Irrigation Development (FLID), with deliberate emphasis on inclusion of youth and women.
Expected results
• A scoping and diagnosis baseline established for the 19 Northern States and the FCT, covering the drivers, causes and impacts of land degradation on productivity, household welfare and ecosystems, with policy briefs and stakeholder-validated recommendations.
• Community climate resilience strengthened through landscape restoration prioritisation, agroforestry and food-tree portfolios, improved tree seed and seedling delivery systems, model nurseries and woodlot capacity, and community land use plans.
• Climate-smart rainfed agriculture promoted through spatial soil-health mapping, DSSAT and APSIM crop modelling, strengthened breeder and foundation seed systems with NASC and NARS, and an integrated AKILIMO e-extension service.
• Farmer-Led Irrigation Development advanced through the design of a result-based financing facility for small-scale solar-powered irrigation, an accompanying Challenge Fund, an awareness campaign and demonstration model, and the DIGI-FLID platform connecting farmers to suppliers, financiers and advisory services.
• Community-based rainwater harvesting and moisture storage scaled, supported by suitability mapping, hydrological assessment and co-designed water management options with Water Users Associations.
• Result-based financing and private sector investment models developed for federal and state irrigation schemes, informed by scheme-level diagnostics and multi-stakeholder engagement.
• Youth and women systematically engaged through value chain and NTFP market assessments, skills-gap analyses, and mapping of secondary schools and vocational centres with potential to host incubation and training programmes.
• Coordination, monitoring, evaluation, learning, communications and safeguards in place across the assignment, including a risk management plan, knowledge products and quarterly reporting.
