Objectives
This request for expression of interest follows IITA’s procurement procedures for the need to engage a qualified and experienced organization to generate the evidence-based and technical tools that will underpin the I-Youth 2.0 program design, training delivery, and enterprise support across Nigeria, Liberia, and Sierra Leone.

IITA invites eligible and reputable firms to express their interest in providing the annual maintenance services. Detailed Terms of Reference will be shared with shortlisted vendor.
Terms and Conditions for Pre-Qualification
Interested service providers must submit relevant information demonstrating their qualifications and capacity to undertake the services. The following documents are mandatory for consideration:
Mandatory Requirements
- Company Profile: Comprehensive company profile detailing relevant experience, staff capabilities, and contact information (company name, physical and postal addresses, telephone numbers, and email addresses).
- Relevant Experience: Verifiable evidence of experience to indicate;
- A minimum of 10 years’ experience conducting baseline studies, labour market/value chain assessments, or comparable research for youth employment, agribusiness, or agricultural development programs in Africa.
- Prior experience working in Nigeria and, ideally, in Liberia and/or Sierra Leone, including familiarity with local languages and context.
- A track record of applying gender-, disability-, and displacement-inclusive research and training design methodologies.
- A qualified, multidisciplinary core team, proposed with CVs, including at minimum: a Team Leader/Research Lead, a Labour Market/Value Chain Specialist, a GESI Specialist, and a Data/M&E Specialist.
- Sound organizational, financial management, and safeguarding systems, and the capacity to mobilize and manage field teams across up to three countries within the proposed timeline
- Certificate of incorporation/registration with the Corporate Affairs Commission (CAC)
- Audited Financial statements for the last three years (2023, 2024 and 2025)
- Valid Income Tax Clearance Certificate for the last three years (2023, 2024, and 2025).
- Reference letters from a minimum of three (3) reputable organizations.
Shortlisting of firms will be based on compliance with the above requirements and in line with IITA’s procurement guidelines.
