Objectives
This request for expression of interest follows IITA’s procurement procedures and is intended to engage a qualified and experienced organization capable of designing, building, deploying, integrating, securing, and supporting an enterprise-grade Project Data Measurement and Learning System.
IITA intends to establish PDMALS as the authoritative digital system of record for I-Youth 2.0. The platform will integrate operational data capture, participant lifecycle management, measurement, learning, geospatial information, dashboards, and reporting within a secure, scalable environment. It must work in low-connectivity settings, interoperate with existing and future digital tools, and remain configurable as Program requirements evolve.

Detailed Terms of Reference will be shared with the shortlisted vendors via a Request for Proposal/Quotation (RFP/Q).
Terms and Conditions for Pre-Qualification
Interested service providers must submit relevant information demonstrating their qualifications and capacity to undertake the services. The following documents are mandatory for consideration:
Mandatory Requirements
- A cover letter expressing interest in the assignment and confirming availability for the proposed period.
- Company/consortium profile, legal registration details, ownership/lead entity, years in operation, and contact information (office locations, telephone numbers, and email addresses).
- Proposed key personnel matrix and CVs of key experts, showing role, qualifications, years of experience, and comparable assignments.
- Relevant Experience: Provide verifiable evidence of at least five highly relevant comparable assignments completed within the last seven years, stating client, country, scope, scale/users, technologies, implementation period, contract value range (optional where confidential), status, and client reference/contact.
- Certificate of incorporation/registration with the relevant corporate regulatory body, e.g., Corporate Affairs Commission (CAC), and relevant licenses/certifications.
- Evidence of relevant certifications/partnerships where applicable (e.g., cloud, security, database, project management, BI)
- Reference letters from a minimum of three (3) reputable organizations for comparable work.
- Disclosure of any proposed subcontractors/sub-processors and the functions they would perform.
- High-level implementation schedule confirming ability to deliver the core system within the required timeframe.
- Audited Financial statements for the last three years (2023, 2024 and 2025)
- Valid Income Tax Clearance Certificate for the last three years (2023, 2024, and 2025)
Shortlisting of firms will be based on compliance with the above requirements and in line with IITA’s procurement guidelines.
